(1) Any social organization that wants to receive material, technical, financial or any other kind of support from the Government of Nepal or a foreign government, an international social organization or a delegation or an individual. Or the proposal of the project and other details should be submitted to the council as prescribed. But in the case of programs that need to be completed immediately, annual assistance up to two lakh rupees can be taken by informing the council in advance and a report must be submitted to the council within three months after the completion of the work.
(2) After receiving the application according to sub-section (1), the council shall coordinate with the relevant ministry or agency and give approval within forty-five days at the most. But it can reject the work or project that is adverse to the national interest.
(3) Implementation of the approved project should be done with the cooperation and coordination of the relevant local level.
(4) Notwithstanding anything written in sub-section (1), there is no need to obtain prior approval from the Council in the case of aid received for emergency rescue services by organizations established in accordance with international conventions to which the Government of Nepal is a party. But after receiving such assistance, the council should be informed.
(5) When a foreign organization provides financial support to an approved project, Nepal ………. It should be made available through domestically operated commercial banks.
